EFEKTIVITAS KEBIJAKAN PENGEMBANGAN INDUSTRI KECIL DAN MENENGAH (IKM) DI KABUPATEN MIMIKA

This study aims to analyze the effectiveness of Small and Medium Industries (SMEs) development policies in Mimika Regency, by highlighting internal (managerial capability) and external factors (market conditions, regulations, and government policies), as well as identifying obstacles and opportunities for their development. The research approach uses a quantitative descriptive method with the support of qualitative data. Primary data was obtained through questionnaires and interviews with SMEs, while secondary data was sourced from official documents of the Disperindag, BPS, and related regulations. The research instruments were tested by validity and reliability tests, then analyzed using effectiveness calculations through the percentage of target achievement. The results show that the overall effectiveness of SME development policies is still low, with an achievement of 34% (Ineffective). The Managerial Capability Indicator obtained the highest score of 89% (Moderately Effective), while Market Conditions only reached 76% (Less Effective), and Government Regulations and Policies were the weakest aspects with a score of 39% (Ineffective). Although there was positive growth in certain sectors such as DAMIU and tailoring, several other sectors such as chips, crocodile skin, and sago factories experienced stagnation. These findings indicate the need for more targeted policies through bureaucratic simplification, increased access to capital, market strengthening, and business training and assistance programs so that the development of SMEs in Mimika can grow more evenly and sustainably.
